I'd suggest going to your public library or local comic book shop and doing some research. I'm sure you can find some articles that predate the original cartoon, though to be honest I doubt you'd find much since all there was back then was the comic book that started it all.

Before the movie came out? Highly unlikely.

Before the cartoon debuted, the Turtles were an underground comic phenomenon, so you'll find print interviews and articles in various rags of the time, but not videos.

To the OP, Season 1 was the "pilot" that happened to air in many syndicated markets. There may have been a promo or two on a local station to promote the series, so checking some commercial breaks on syndicated stations from late 1987 is a possibility, but I don't recall seeing any until after the show was a hit. The Los Angeles Times did do an article right before the pilot aired for the first time, but I don't have free access so if someone could post that article that would be welcome. Otherwise, the only brief mention about the series before it began to air was in the second printing of Raphael #1 from November 1987, which mentions the following in the link shown:

That's why the Turtle Documentary will be important for any new information regarding the development of the series. We've heard bits and pieces, such as David Wise seeing an ad for a Punk band called "The Rocksteady Crew" to select the name Rocksteady, along with Rob mentioning that the voice tracks were recorded sometime in the summer of 1987.
