In basically any of the cartoon series, the Turtles of course carry their weapons and other items on their belts. But it looks like they just slip any item onto their belts. Their shells must really hold them really firm as nothing seems to fall out. Of course the toys and in live action there are holsters for the weapons and in Leo's case, scabbards for his katanas.

The OT in particular look as if the Turtles just slip their weapons onto their belt and they hold just fine. I did remember Leo trying to reach for his Turtle Com and it showed to be fit snugly onto his belt. You would think there would be pouches to hold communicators, shuriken or any other ninja tool. In the 2K3 series and the 07 Movie, the belts are just tied on. Belts that look like there's nothing on them may have been easier to animate.

I'm sure the turtle comms fell off the belts a couple times.

I feel that the Storage Shell action figures show that several weapons could be lurking inside of them, and I'm disappointed this hasn't yet been shown on screen to showcase how versatile the Turtles can be. There must be magnets that hold them in place whenever the Turtles move quickly. The belts can't hold much (Turtlecom, a couple shrunken, some weapons), but the back of the belts may contain a secret entrance to their shells to hold more via a special pouch. Well the first NES game shows that up to 99 of any single weapon can sneak into their shells.
