What's your opinion on mutants being used as random monsters instead of characters in this series. In my opinion, this should be used for the majority of the non-major ones, as it makes it feel more realistic. IMO, we need a balance of sapient and non-sapient mutants.
I believe that the Turtles, Splinter, and Leatherhead should not be the only sapient mutants in any (or at least most) given incarnation, but you should also have Mona Lisa, Venus, Slash, Shredder's Duos (Bebop/Rocksteady, Tokka/Rahzar, Groundchuck/Dirtbag, Dogpound/Fishface), Ninjara, etc. However, having a random "monster" mutant every once in a while is fun too. I feel having too many of one of the other is unessesary.
If Turtles/Splinter/L.Head were the only sapient ones in a world of monsters (or no other mutants period) it feels too nihilistic. But if it was loads of sapients, I would be confused about why the turtles have to hide. I suggest a ratio of 1 sapient mutants (MINIMUM 10, MAXIMUM about 50 or so) per 2-4 mindless generic random monsters.
