Does anyone remember if Ace Duck actually says anything? I remember that he was only there briefly, like one episode, but couldn't remember if he had any lines.

Ace Duck was only in the episode Attack of Big Macc, and only on a tv show the turtles were watching, he was only there for 5 seconds and he giggled a little but that's all he did.

Hate is too strong a word. Maybe they just didn't know what to do with him. He was most likely shoe-horned due to Playmate's rules and just said 'there! he got a second cameo! are you happy now? now ler's continue with the episode'.

What I always found interesting is how the backstories for many of the characters differed on the descriptions of the back of the Playmates toys from the 87 toon. It's like the Playmates toys had a continuity all their own... but it was a world we only really got a glimpse of through those backstories and the toys themselves and otherwise knew nothing about.
But, ya, Ace Duck himself had a very interesting and weird backstory in the Playmates toys. I think he made more prominent appearances in Archie, though, right? But I think he was totally different in those than anything described by Playmates.

Pilot goes for a joyride, duck hits the windshield and flips into the cockpit, plane crashes into a warehouse where Krang & the gang are mixing a new batch of mutagen, pilot gets oozed, mutates, breaks into a bakery looking for bread crumbs, turtles catch wind of it, think he's a bad dude, tangle with him, find out Shred-head is responsible, team up to whip the baddies, guy ends up happier as a duck since he can now fly without a plane. Boom, a perfect episode.

Where were you in 1989? That actually sounded like a good episode idea.
As for Playmates, yeah they were weird. I mean reffered to the foot soldiers as mummies instead of robots.

Mine involved him being from outer space similar to Planet of the Turtles. A problem with the dimensional tuner opens a portal to Earth, bringing Ace Duck and some villains to Earth after Michaelangelo was warned not to touch it (sound familiar?) so now he teams with Ace Duck who attempt to thwart the villains before they can build a colossal cannon and destroy Ace Duck's homeworld, the residual effects will eventually destroy Earth.
