He was turned into ice by a failed retro-mutagen. Think about it. its like liquid-nitrogen: He would've melted by now. Is the ice unmeltable? That would be just luck.He couldve shattered by now also. What are your thoughts?

Considering we've seen him frozen in the background of Donnie's lab, I'd say no.

I know that but what I'm saying is is there a way to change him back?

That's what Donnie's been working on throughout the whole season, basically. A retro mutagen.

Exactly. Good question. I assume the cartoon will 'ignore' he's on ice and turn him back to normal if he gets cured... or just melt and still be Mutagen Man as if nothing happened.

I think the Pulverizer may just by cryogenicly frozen. But the way he said "I'm sorry Timothy" suggested that Donnie had been forced to kill him or do something that would more or less kill him. So yeah in a way Timothy is dead and the Timothy they once knew is clearly dead.

I'm totally sure he'll get thawed out.

Garsh, he can't THAW out because now hes MADE of ice. I'm semi-thinking he is either dead or the Kraang will cure him somehow.

He's made of mutagen that's been frozen, and I'm sure we haven't seen the last of him, which means he'll have to be un-frozen at some point. I'm gonna call that thawing.

Eh, Mutagen Man wasn't really that interesting to me so even if he does thaw out, I wouldn't care that much.

On a completely unrelated note, i found it kind of a waste for the writers to not make Mutagen Man say something like "Mutagen Man pulverize turtles!" because he was the PULVERIZER after all. It seems like it's something that could have linked and enriched the association between Pulverizer and his alter ego, Mutagen Man

I'm not sure Mutagen Man has enough humanity left at this point to recall his previous identity as either Timothy OR the Pulverizer. So I don't think he was really in the right frame of mind to be making puns when he attacked the turtles.
Cartoons/comics usually have freezing as a harmless effect (Captain America, Philip J. Fry, Omi, etc.) While one character is frozen they aren't relevant to the plot, but once they are thawed out they tend to behave exactly the way they did before unless someone actually administers a cure (assuming they were frozen for their own safety.) So Mutagen Man's next appearance will likely play out in one of two ways: if Donnie intentionally thaws him out, it will be to test a promising retro-mutagen. If someone else (like the Kraang or another villain) it will be probly be to either use Mutagen Man as an opponent to distract the turtles or get revenge. They might also experiment on Timothy first in the hopes of creating an even more powerful foe. If he's unfrozen accidentally, it will be your generic 'stop the rampaging monster' plot.
I think that unless Donnie cures Mutagen Man immediately upon revival, we are probly going to see a 'stop the rampaging monster' plot anyway the next time Mutagen Man plays a major role. I really think that if he was actually dead and gone forever, at least one other character would have made a big deal out of Donnie freezing the guy instead of assuring Donnie that he did the right thing. It feels more as if Mutagen Man's body is alive and imprisoned but he's also mentally unstable. Timothy the wacky fanboy is 'dead', in the same sense that Kirby O'Neil is 'dead'. They still have physical bodies, but they don't act the way they did as humans. Restoration is still the ultimate goal, but nobody has any idea of how to achieve that, they just keep hoping Donatello will think of something.
