As a child I always wondered why the producers made the Technodrome so strong (when full-powered) but mainly ground-based. (which probably is to avoid too much Starwars references with Death Star). I mean, it could have been doubled as a land vehicle, aircraft, spacecraft, watercraft or even an underwater vehicle. But instead, it was mainly ground-based.
So in Turtles Forever from 2009, the 2012 cartoon and probably also the 2016 film the Technodrome is a fully flying/hovering vehicle.
So, how do you prefered the Technodrome: Ground-based tank or flying/hovering through atmospheres and outer space?

There's a lot that can be said about the old Technodrome's design, much of it's negative. A ball on treads with an eye on top and forks sticking out looks... Really ugly. I would say the redesigns of it that makes it look like a floating mechanical eyeball works a lot better.
Even though David Wise claims the Technodrome was his idea, there's plenty of reason to distrust him. I think the Technodrome was probably in early design phases before the show was put into production, which probably explains why it has that laughable design. It was probably going to have some kind of base from the begining to make the toy easier to play with and they most likely went with treads to make it easier to roll around.

I recall in the UK Hero turtles comics and probably even some Archie where it had a parabolic antenna sometimes instead of an eyball.

That's exactly how it looked. Even Krang in those comics had some mini-vehicle with tank-like tracks instead of wheels to use when travelling through terrain-landscapes.
