What are the rules/restrictions on TMNT fan films?
How long can it be? do you have to change names? ect.

Nothing. A fan film can be made as long as you don't charge money for it.
Viacom won't come after you unless you make a hefty profit, similar to those fanmade Star Trek films/episodes.

As long as your using someone else's IP, there's a always a chance they'll shut you down.
Considering Viacom owns Paramount, it's not unlikely you'd have to follow the CBS/Paramount Star Trek guidelines for fan-films.

What about Saban? they recently took down that power rangers film. What's their rules? Cause they own the next mutation.

Don't make it ****** is a law.
But a lot of people break it, which is probably why most of them are taken down.

Even if a fanfilm is really good, there's always the chance it will get taken down, the studios are within the right to protect there IP, even if it's not for profit.
One of the guidelines I read about Star Trek Fanfilms, is to not have Star Trek in the title.
