They are role-playing games along the same vein as Dungeons and Dragons. The TMNT books focus on creating and playing as mutant animal characters, as well as supplemental adventure scenarios for such characters.
If you just want pure TMNT stuff, then only the first book will probably interest you as it has a short story, retails their origin from the Mirage #1 issue, and details the profiles of many of the comic characters (the TMNT, Casey, April, Splinter, Shredder, Baxter, Ultroms, and the Foot). Turtles in Space, one of the supplements, details the Triceratons and the Human Federation and so forth.
Really, though, I'd suggest getting them if you are a hardcore Mirage fan. They really detail and specify the mythology and cosmology established in the Mirage books... everything from the Triceratons to the details of the 87th level of time with Renet and everything in between. One of the books, Transdimensional TMNT, even goes into the specific rules of time travel, visiting other dimensions, and creating your own planets.
Lotsa fun.

I second that, the old TMNT RPG is so much fun to play.

Go look on ebay, as these aren't actively in print anymore that I know of. They pop up on ebay regularly.
