Do you think the Turtles are bald? One time Casey said the Turtles have "green domes" and that made me realize the Turtles are actually bald. Sure real Turtles don't grow hair but when you think about it unless the Turtles put on wigs or disguises, aren't they bald?
Have we really been watching or reading 4 baldies all this time? Are they baldy balds? I just think it's weird they're bald and nobody really talks about it.
I dont know about the others, but donatello has proven that he can grow hair if he really wants to. Attached is the evidence:

Reptiles do not grow mammalian hair, I was pretty sure everyone knew that.

Or it could be a clever Mohawk wig that stays in place really well like what Maynard from Tool uses. He is clearly bald in all of his interviews, but all ofthe sudden grows a 5 inch Mohawk while performing live?

A reptile's scales (or otherwise scaly skin) and the outer layer of a turtle's shell is the same keratin that forms hair. So, they have the same basic genetics for it, they just use it differently. So if it requires the genetic possibly of having hair in order to be legitimately bald, well... there ya go.

There's also a scene in the movies where the Turtles rub their hands across their scalp, or one of the Turtles (Don I think does it to Mikey?) in one of the movies. I mean we never noticed they were bald!

Part of his secondary mutation. Mikey The Great Chalupa also had hair and eyebrows.

My theory is that as the turtles age, they become progressively more human in their traits, because let's be honest, their mutation isn't really 50/50 in the ratio of how much of them is human and how much is turtle, the human side was always more in the ratio aspect.
