Who are these characters?

I know they are from the TMNT fighting game. And I'm guessing that one is just an announcer or backround character. But what about the one in the kimono?

Those are both background characters from the SNES Tournament Fighters game. The first is from Wingnut's stage. The second is from Aska's.
