Splinter Evolution.... Rat or Human?

I watched the movie numerous times and have always thought that he was a rat and got into the stuff and grew real big.. but recently i watched one of the oldschool cartoons and he transforms from a human into a rat!! which one is it?? how did he evolve in the original comic books? and which came first... the movie or cartoons?

I believe (and correct me if I'm wrong) that the old cartoon was the only medium in which Splinter was a human first. In all other versions, he was a rat first, which mutated larger.

Also... the old cartoon came first, and then the movies. :)
