I watched a few of the red sky episodes on the new DVD, and there was a kid named Carter in them. Who is this and how did he get involved with the turtles?

Carter was a guy with a serious Mutation problem, he first appeared in Season Nine, and aided the Turtles for a while, at the conclusion of "Turtles to the Second Power", he departed the present and headed towards the future with the two time travelers in order to permanently cure his condition.
