Pretty sure thats from one of the Future Shark Trilogy issues of TMNT Adventures, published by Archie Comics. Head over to ninjaturtles.com, and browse the Archie Series TMNT Adventures section of the "Comics" area. Its actually a really good series, which lasted 72 issues with a few spinoffs. that'd be the very top half of the front page of part 2 of 3 of the Future Shark Trilogy staring Armaggon, Verminator-X & The shredder not to mention the future turtles. this is from the archie series no.42-44
The turtles of our time (back then the 90's) travel to the future because they are need by the future Raph & Don who need there help
so the 4 turtles, ninjara, & splinter all travel to the future.
You see in the Future Shredder has teamed up with 2 future mutants Armaggon & Verminator-X who have captured merdude (merdude was captured by Armaggon in the Merdude Ray Fillet 3 issue minnie series).
There is Bickering between Armagoon and the shredder because Shredder & Verminator-X didn't manige to get the black stone they needed to open this gateway armaggon is creating.
Also they live abouve ground now in a home (they being the turtles) because of donatellos nack for electronics finally paying off after all these years...Master Splinter is not in there future he had passed away of old age just as he has in the new Mirage book. Raph is missing an eye wears an eyepatch and tells us of how he lost his eye by a torpedo Armaggon had shot at him and his brothers when raph woke up they were gone and so was his eye & there Time Slip Generator.
let's see what else happens...
the worst predictions of the greenhouse effect came true the changes to the planet were ENORMOUS...FRIGHTENING "IRREVERSIBLE".
"the ice caps began to melt (they still are) as the sea levels began to rise and flood the city, the rats from the sewers began to invade the buildings.
Donatello tells everyone at how he and Verminator-X were at one time partners and friends who was named Manx at that time...
they were very successfull at killing the rats untill they drew the attention of Ha'ntaan The Rat King....it was an intense battle it lasted for days....things got really ugly...but in the end the turtles won..and that was the last they saw of the rat king.
Don then goes on to tell us how Manx's hunger for money made him grow evil and replaced half of his body with robotics...then Don goes on to talk about how he learned how to time travel and then he went back to find the second eye of sarnoth (may I just say I think it's great they had stuff like this in the comic even this late in the run more then I can say for the toon)...then don goes on to tell us how Armaggon went back in time to get the first eye of sarnoth and he brought shredder from the past to the future....
Then Future raph and 90's raph get into a fight about being imature and future raph tells him to learn to lighten up...
so next thing Armaggon and Verminator are eating at sme scummy futur food place....and let me add if you look close you can see hanging from a mirror lil drawing of polaroids that say Kevin & Peter on them lol...
Armaggon tells of how he gets the eye of sarnoth and makes a deal with the shredder so he can escape leaving poor baxter to deal with the turtles.....altering time forever....the moment the reached the future the time slip generator blew up....so now armaggon has stollen the turtles new one and is powering it up....and he's powering it up with none of then...
The Bones of the Roswell Alien, Hitlers Brain (which goes all crazzy later on and the turtles meet hitler and he shoots himself), & The White Stone Of Mecca.
so in the ending of this issue the turtles fix a new time slip and break up armaggons and the shredders fun but things don't go good for to long armaggon grabs leonardo and runs off with him and jumps through the time slip as the raph's & don are sent to another place.leaving don mike splinter & ninjara to face the shredder and verminator-x
