dude! great idea. Myself and another TMNT fan also had an idea to make a TMNT game. We mapped out the story line and characters in it.

The plan was to have the game based on the first five eps (1987). You could either choose to be April, 4TMNT and splinter or Bebop+rock, baxster, mousers, Krang and shredder. you went through the game as the story line was in the cartoon. eg.For shredder to build mousers he must first have to find baxster stockman.

It was a 2D game (sidescrolling) because it would be quicker to make. The attacks each member did was the thing i liked the most.eg:
In the super nintendo/megadrive games you pressed one button to attack and another to jump........that sux, so what we did was have six buttons:

button1 = Kick to the face
button2 = punch to the center of the body
button3 = kick to the lower part of the body
button4 = blocks the face
button5 = blocks the the middle body
button6 = blocks the lower body

where i say "blocks the lower body" i mean if somebody was to attack you by kicking towards your lower body then you would press
"button 6" so you would block that punch..........it's not rocket science.

As the levels went on the the faster the attack by the enemy would be and therefore you would have less time to react e.g block.

My friend did the character/modeling and i wrote it in C++. It went on for about 6 months in part time (as myself and my friend had High School). The game went better than what we thought it would be, as we put alot of time in making sure it didn't suck like some other TMNT games.

of course it fell through as the game was givin less and less time to finish. School+Working was the main killer and the 6 months we did it we only made about 6 levels (about 1ep and a bit).Remember we made it so you could play both good and bad ......so we sort of had to do everything twice.

I would love to get back into it again.
