He originally appeared in the Mirage b/w comics. It was in the mini run call the "Tales of the TMNT", kinda during the time when they were younger.

I forget what made the Rat King who he was, but he was this crazy human who lived in an abandoned warehouse, and of course, befriended the rats.

I need to reread that comic when I get home before I get any further. But when the cartoon introduced him, I think they built more into his character to make him even more memorable.
