May or may not be the same mutagen. This particular vial was harvested by the frogs and most likely came from what
mom-thing was littering over the woods, which came from... the Kraang ship in the basement? If so it could be as old as the mutagen that mutated the turtles themselves, though its properties could have changed over time especially after being contaminated by the water/oil and other impurities from the woods and the people/creatures/car (!) handling it at different times.
