Eh.. I don't know. It just seemed to random and out of left field. It's like they wanted to created a 5th Dimension character, either forgot about Mr. Ogg or chose to ignore him, because face it, he was basically Pee-Wee Herman and of course that's dated by now, they would have had to re-design him anyway, and they figured why not just grab some random no-name TMNT character that never got past being a toy and give him/her/it those powers? Just put some random names in a hat, and bam, Wyrm was the winner.
I'm just saying, it's a very weird and very odd choice. Hell, Wyrm already could have been The Creep, already shown earlier (either that or Bloodsucker). They should have just went with an all-new character.
