It kind of goes against the machotistic tendencies he sometimes has. Raph always HAS to be the best fighter. He's very competitive. And he's also quite dismissive when April tries to class herself as a kunoichi.
But he also recognises skills when shown. He admitted to Leo that he could see why his brother found Karai hot. Clearly this wasn't just based on her looks, but her skills as a fighter.
It sort of seperates him and his brothers.
Whereas Leo, Mikey and Donnie start their crushes off based on looks, which are then backed up with various skills, Raph starts his crush off based on the skills and ability. And after that, Mona could have battle scars all across her face and an eye missing, he'd still probably have the hots for her.

Plus Raph knows he's a mutant turtle and never found humans attractive to him.
