I think he's referring to Townsend Coleman and Barry Gordon, who voiced Rocksteady and Bebop.

It was Cam Clark and Barry Gordon who voiced Rocksteady and Bebop.
Townsend Coleman played Krang in one episode and the Shredder in a few eps among other voices. And Rob Paulsen also played other voices aside from Raphael as well.
