I don't think those will be her regular clothes in every episode. You really think April will walk around in a huge raincoat? It's probably just a scene from when the Turtles first meet her in the sewers or something.
As for the art style, I'm glad it looks traditional and nothing too wacky. Looks like a mix of Spectacular Spiderman and Avatar to be honest. Maybe a little Teen Titans 2003 vibe as well.
