Yes, it kind of bothered me. It would be like separating Bebop and Rocksteady, by having Rocksteady as a random mutation, and Bebop some kind of space pig that has nothing to do with Rocksteady.
They should have given Xever the double mutation treatment, too, and have him become Tokka. Then again, by doing so, he would have presumably lost his agility.
