That's planet of the turtleoids. In the end of Planet of the Turtles, Donatello and the professor make it back with device that reverses the PEP and give all the energy back to the Earth. Then while the turtles are in the lair Splinter tells the turtles they have an energy crisis because they haven't used their energy to clean up the garbage in the lair and the episode ends.
