I would imagine that they probably made that ep, but decided it was 'the weakest link', so it didn't get finished in time for this debut. But, that's only my theory..
Someone was recently saying that they thought it was weird that they would do a season that isn't a full 26 eps long. While that is out of the ordinary, having that number reduced from 13 (exactly half) to 12 is too peculiar and suspicious to be believed.
