Shredder has never been a main villian except in the toons. The only real reacurring villian the turtles ever had was Baxter Stockman with Savanti Romero in close 2nd.

No, Savanti Romero had more appearences. He was in the crossover with Cerebus, he was in Mask 1 and 2, The Return of Savanti Romero, and in an upcoming Tales issue.
