They weren restricted by morons who insisted that programs had to be shallow and silly to appeal to kids. So, that's why they were never allowed to do any stories that were more than two eps long (until the last season), and there was really only of of those ("PLANET OF THE TURTLEOIDS"). A few others that come to mind are iffy: the Usagi eps, the season 3 Casey eps, the Howie eps, the Hokum eps (aside from Howie's, their second parts were more throwbacks than continuations). But, anyway, children surely couldn't muster the attention to follow a three-parter, right?
Let's also not forget that CaW wasn't even finished being published until season 7. So, that particular story wasn't an option (as if they ever adapted any comic stories anyway).
So, is this a cool little fantasy to see classic cartoon characters enact their version of CaW? It most certainly is. Heck, I'd be willing to lend my support to anyone who has the will and enough video editing skills to try to piece together and (probably) dub a video of a classic 'toon version of a CaW-like storyline. I'd happily write the sucker.
