Just looked up City at War and a clip of Khan. Yep, some actor. Though the voices are a bit different, but not by to much. However, his voice sounds the same on most any character that I'm getting sick of him (That, and I keep getting back Yugi-Oh backflashes...the horror...).
Anyways, if he sound an Elite, fights like an Elite, and has the music of an Elite, then there's a damn good chance he's an Elite...unless their smart enough to try and mislead us
