Those might of been the ones I returned to the company.
I returned a case of 50 with those heavy lines down the front.
Another thing to note is the cases are too small for figures from 1988-1991.
They are also slightly too large for the figures from 1994-1995.
You can force them into the case but it will leave a couple light creases on the edges.

heavy lines? that is mostly from the pic and glare, I didn't even notice them and I have had them set up for about 4 months now, not noticeable unless you are REALLY looking.
I don't know if these were new or not, they did have the hole punch still attached. But all figures I have fit perfectly, one or two were a tight fit, but I have figures from 88-93 and they work well enough for me.
