If you wanted to make the page w/o panels (like draw all the scenes in the proper spots without boxes) feel free, but moving them around is no bueno.
Stances... are subject to change but it can't be anything drastic. If someone has their head down & you'd rather them looking left, go for it. If someone is still and you'd rather them be in a stance to fight, go for it. Just make sure with changes like this that nothing seems out of place to the story. If the scene is simply that of the turtles discussing something, don't have someone in fight mode, for example.
