Falcon inheriting Captain America's shield instead of Bucky, well, maybe Bucky just has too much innocent blood on his hands and wouldn't feel right taking on the mantle of Captain America. Sam is much more innocent. And yes, I know Bucky becomes Captain America in the comics. But it's an explanation Lady Cylons quickly came up with, and I think it works. I mean, it's also obviously DIVERSITY, but eh... it'd be like having Jason Todd become Batman. Too much innocent blood.
