Design difference can be hand waved away. In the actual cartoons there are design changes and the characters look different from one season to the next.
In the OT, the Seasons 8-10 Turtles look different from Seasons 1-7. Same with 4kids and Fast Forward and Back to the Sewer.
April looks very different in BTTS and Turtles Forever compared to her old 4kids self, are we to think its a different April? Of course not.
