They probably hit the VA limit. Each episode is only allowed a certain amount of voice actors, this had all 4 OT Turtles, 4 Nick Turtles, 3 Mutanimals, Bebop/Rocksteady, etc.
Same reason Karai/Shinigami didn't appear in the last part.
