IDW Rocksteady and Bebop are no joke, from a physical standpoint. And they actually have been shown to successfully follow orders too. It's just they are a little bit too strong for their own good and end up leaving lots of collateral damage in their wake. Plus, their bromance drama can sometimes undermine their focus and effectiveness, as seen in the Destroy Everything mini.
