As I recall, Dini started that about Poison Ivy originally, or otherwise it was someone else connected to the Animated Series line of comics, some time 20-odd years ago.
In either the Batman Adventures comic or one of the other ones based on the cartoons, they had Ivy state that she only ever got with men for "biological" reasons and more so than that as a means of controlling them since she was able to, but that she preferred women overall. So she basically came out as, I guess, "technically" bisexual but leaning towards women because she didn't actually like men. So if anything, she'd kinda be like a lot of the guys in porn, who are gay in real life but have sex with women on-camera for money because it's their job but don't actually enjoy it.
It wasn't a big thing at first, but that's also where the Harley/Ivy pairing started, and once the internet latched onto that pairing it became "hard canon" in the mainstream comics as well and then into other media.
So while it's definitely become more "in-your-face" in recent years, it's by this point at least 20 years old as an idea. It's not like they just came up with it yesterday.
It's only become more "out loud" in recent years because all of that stuff has to be front-and-center in every bit of media or else people yell at you. Mark my words, if the character ever appears in another movie it will 100% be as a lesbian in a relationship with Harley. Margot Robbie is specifically pushing hard for this and she generally gets what she wants.
