I don't think it's 65 but it was certainly some unusually high age, yes. Under normal circumstances that wouldn't be the case but the existing troops have proven to be under-trained, under-equipped and understaffed, which is why the war was in a standstill for so long and is now turning in Ukraine's favor. The strategy basically seems to be that if Putin can draft virtually anyone, he can keep throwing troops into Ukraine until he wins, which doesn't make much sense given that hastily drafted men past their prime probably make far worse soldiers than the younger poorly trained he started with, nor does it magically make the equipment better.
