Aside from targeting skills, not really. My strategy would probably be to focus on stunning Tokka for most of the battle. (I personally run a team with both Leatherhead and Baxter, either alternating activating their respective skills as Tokka's recovering or just pouring them on him as they recharge. This also sometimes triggers the glitch of him being permanently frozen, so you might get lucky.) Otherwise, I'd wait for your Mutagen stock to build up so you can strengthen your team evenly.
