True, though calling Shredder by name at least tweaks the way it is heard a little, and 2012 probably only ever does it when he's no longer human, I think?
2003... that guy always had his icy sarcasm and ulterior motives and his tone of voice reflects it. This Baxter at least seems less like a sniveling peon and more like a snake in the grass, abused by Shredder, but always trying to play him and waiting for his moment to strike. His personality got a little old after a while, but I still find him probably the most interesting of the cartoon versions.
