No idea, I can't think of a single re-release of Final Fight 2 and 3 outside of the Wii Virtual Console, and Nintendo killed that off a while ago. The original keeps getting onto collections though.
Two possible reasons:
- Capcom seems to have a weird reluctance to put SFI on collections too and only seems to do it if there is extra space, even though the rom can't possibly take up that much data in the first place. Maybe this is because it is seen as a lesser entry in the series and they think of FF2 and FF3 in a similar way?
- Another possibility could be that they are originally console releases rather than arcade releases. I know that sounds a bit weird but Capcom has excluded console editions from collections before. Even though Fighting Street, Hyper SFII, Alpha 2 Gold, Alpha 3 Max and Third Strike OE are arguably better than the arcade editions, they were still excluded from the 30th anniversary collection simply because they weren't arcade editions.
