I also had a fact check on the post you linked to. Only about half the districts in Uttar Pradesh are declaring themselves Covid free (so not all of them) and the rate of testing is not a significant proportion of the population, so they are only declaring "Covid free" because no one has tested positive, not that there aren't actually cases going on. It's as Trump said, if we tested less, our figures would be lower!
