Not really, he's fairly incompetent and we're only meant to think he is a badass because the show keeps telling us he is without really showing it. As much as I don't want to say the writing of the Fred Wolf cartoon is good, because generally speaking it isn't, I will give it some comparative praise here. At least that show figured out it's version of Shredder was too incompetent to come across as cool early on, so they just made him a total goof by the third season. Not that Shredder should be a goof but they did realise that's all he could be. Nothing is more lame than a character we're told is cool but can't back it up.
What's probably worse than that is that he isn't even a consistent character. The show can't make up it's mind if he's in it for the money or loyalty, if he's willing to question his superiors or obey them to the point self-harm. He's not a character, he's the writer's toy.
