I think you can have some more mutants (Leatherhead, Bebop, Rocksteady, Punk Frogs or even Mutanimals, whatever you like), as long as they also have somewhere to hide.

Remember Earth has a population of 7 milliards of Humans, not to mention all ordinary animals roaming the planet. Adding anything between 10–50 mutants doesn't affect that much. With many mutants not being friendly, the turtles will still trust their Human friends, like April O'Neil, Casey Joens or (a Human) Irma.
