That's the best option. Research all the cheapest ones you can find and see which looks best.

Most blu-rays these days aren't region locked, sadly it looks like TMNT is (most likely due to our massively delayed release)

It depends which studio is releasing them. Warner Brothers' Blu-rays for example are always region free, to my knowledge. I really don't mind waiting for this movie to be released here though, I can wait.

TV spots are currently calling the turtles the "Heroes of the Half Term", so I'm betting you're right.
