I'd say Penguin will definitely come back. Riddler is a maybe, and Catwoman might sit this one out given where the first movie left her. The important thing to keep in mind is that Gotham's underworld is an ecosystem and Reeves clearly understands that, rather than leaning on the old villain(s)-of-the-movie trope. He'll want to bring back and make work as many villains as he possibly can to interact with the new ones. And that, to me, is truly exciting.

It’s really just being used as fuel for Snyder-Cultists. Not Snyder fans, just the insane vocal ones.

They’re mad at Reeves for “stealing” Ben Affleck’s movie - yes, there is a minor community of people that feel this way. So they will be the only ones taking this seriously.

What year is it? He said this like two years ago.

It appears that Basil Karlo alias Clayface is a frontrunner to be the main villain of The Batman 2. Moreso than repeated villains I like seeing different villains featured. It has pigeonheld Superman going between just Lex Luthor and Zod (I think of Doomsday as a resurrected Zod). I am probably in the minority when it was announced that Joker and kinda Two Face would be the villains in The Dark Knight stopping the different villains in each film trend. I also hope that Batman will be able to face Killer Croc and Black Mask since they are his adversaries.

There have been multiple live-action Mad Hatters on television unless you mean in movies.
