In the 2003 TV series, he was a member of the original Justice Force and remains a member of the current Justice Force along with the 2003 incarnation of Ananda under the leadership of the Silver Sentry, making him the only member to serve in both incarnations of the team. Neither incarnation seems to have aged in the intervening decades; in the case of the first incarnation, it was stated that this was due to his artificial nature.

History
Metal Head was once a superhero who, along with his friends Battling Bernice, Stainless Steel Steve, Zippy Lad, Doctor Dome, Captain Deadbolt and Joey Lastic founded the Justice Force team. Unlike his friends, Metalhead was not a man but a synthetic being that had been created by Doctor Dome. Finally, the Justice Force separated due to internal tensions simmered over Bernice because of the feelings of Dome and Steve, Steve and his friend Metalhead made ??it to Northampton and opened a comic book store.
One day, the ex-members of the Justice Force were attacked by Doctor Dome's old Domeoids, because Doctor Dome wanted to draw Bernice out of hiding. Bernice's daughter, Ananda was able, however, to inform dome that Bernice had already died three years earlier, and thus bring him to his senses.
Much later, Casey and April asked Steve and Metalhead to watch their adopted daughter Shadow after Lilith's Sisterhood swears vendetta against her for the death of Sloane. The two super heroes then moved into the Jones Farm, which they have shared with Shadow and Splinter (until his death).
Abilities
Metalhead is a synthetic dwarfish creature that is able to control his body, especially his hair, psychokinetically. He used it to control his hair, which can also harden to a steely consistency, so that it can serve at will as a living fetter, additional arms or as a stabbing or cutting weapon. For locomotion metalhead's uses his hair by shaping it into spidery legs with which he can also climb vertical walls.
Other effects of its artificial nature, are his ability to change his appearance between his super form and a diminutive man, and his insensitivity to age.

Casey Jones, Raphael and Michelangelo checking out the comic books at Steve's Comics shop in Northampton, Massachusetts. As the guys search for cheap back issues, the store is attacked by weird little robots that crash through the front window brandishing maces. Raph, Mike and Casey start bashing the bogus 'bots as the shop's diminutive, long haired stock boy morphs into a costumed hero and joins the fray. Mikey smashes a robot and it flies into the forehead of the store's proprietor, an old gentleman named Stainless Steve... fortunately Steve has a forehead made of metal, so the head-on collision didn't affect him.
Once the robots are defeated, a holograph is projected from one of them. The image is of an ugly little man with a clear dome on the top of his head which reveals his brain. He announces that his name is Dr. Dome and that this attack on the Justice Force is but "a minor harbinger of the calamity to follow!" and then he laughs maniacally before the robot explodes and the projection is lost.
Mike, Raph and Casey are confused, so Stainless Steve explains the situation. Apparently the Justice Force is a retired group of superheroes and Dome is their old adversary. The appearance of the villain is as much of a surprise to Steve as it is to Raph, Mike and Casey. Stainless Steve uses an old J.F. communicator to signal the rest of the team, which consists of Stainless Steve, Metal Head (the stock boy), Captain Deadbolt, Zippy Lad, Joey Lastic the Rubberband and Battling Bernice.
