I haven't looked at the additional storyboards and don't recall there ever being a dolphin character. Maybe it's original to this film?

Okay, so you know when TV shows do a parody of bad merchandise, and the figures are all misshapen and cheaply put together, and it's like "Look how cheap!" like that one episode of Regular Show, for example?

These actually look like that. But they're real. They made a conscious decision to have them be all lumpy and asymmetrical. It looks like they were partially melted. I know TMNT has had some pretty shoddy toys, especially from the 2012 show, but come on.

Imagine trying to convey that art direction to those with the job of creating 3D models and figure sculpts.

"Like this? How's this looking?"
"Nah, make that one a bit lumpier."

TMNT:MM/2023 aesthetic focus: "the charmingly naive work of amateur clay sculpture.

TMNT: Mushy Turtles... er, Mushy Murtles... Well, at least the "teen" Turtles are a bit more symmetrical.

They don't even look scary or ugly bad, they are just...bad.

No, I mean anywhere else in the franchise. It's its original to this film or it's from something I haven't looked at yet.

I'm not looking at more storyboards because I'd rather not know too much. Trailers will spoil too much of it later as is and I hate when they do that.

Okay, I didn't want to get spoiled on too many plot details but I had a closer look at those pdf-files. And it doesn't really look like it's about the Turtles much?! Like, April and that lame version of Scumbug save the day in the end? And a lot of the rest is mostly about establishing Super-Fly as a villain.

Seems like some weird choices to rejuvenate a franchise.

In the storyboards he's referred to as "Baxter" or "FB" (Fly Baxter?) but Baxter and "Superfly" are listed as separate characters with different voice actors.

Haven't seen anyone who seems to recall any "Superfly."

Maybe he's just their re-imagining of Baxter, that is supposed to be "cooler" instead of the geek mad scientist. The toy makes me feel like they took the ideas of Baxter and Bugman and mashed them together. edit: Though the name and concept also kinda feels like it was more influenced by the casting rather than the other way around. Which kinda sucks if so for people to go that angle... Get some celebrity on board and just write them into it. *sigh*

How assuring, that character was the least of their concerns.

Oh god, I was trying to be positive about this film, now I've just realized that they have a character named like a song by Ice-T but he's voiced by Ice Cube??!! Is this all a big joke?

Ah yes, you're finally getting it. Welcome to this side of the aisle! It's not any better over here, but y'know... you're here now, so welcome.

As to your question, yes, yes it is. But the joke is on us.
