Forums Back Up

The forums are now back up. They were taken down temporarily for two reasons: so that the administrators and moderators could have a break from the recent increase of troublemakers, and so that I could update the forum rules. The rules themselves are the same as they've always been, but some of them were rewritten to make them clearer, and a few rules that were previously assumed due to common sense are now in writing. Even if you know the rules well, I suggest that you look them over again just in case.
