Yeah, Mutant Town as a concept was actually a really good premise. We could have had gangs of mutants fighting for control, people struggling to survive, Old Hob and his Mutanimals actually enforcing law, people revolting against Baxter/the EPF.

What we got was very disappointing compared to the potential.

I was hoping for a TMNT version of Arkham City, pretty much. The setup's all there.
