If we were really talking about games we already own, then I don't think the topic of "ROMs cost $0" would have come up.

But, ya, dumping ROMs from cartridges you already own is legal, so long as it's only for private, personal use. Uploading said dumped ROMs to the internet isn't. And I could be wrong, but I believe I remember reading that downloading ROMs also isn't legal even if it's of a game you already own, with it only being legal if you dump the ROM off of your own cartridge. Though, most people don't have a means to dump ROMs, anyway, so most of the time when people are talking about ROMs, they are talking about piracy.
