There's a guy that talks like Homer Simpson in one episode!

I was watching "Krangenstein Lives" (92 Season)yesterday, and when Shredder loses his memory, a man offers him to work in a factory(think it was a fireworks factory) and he really sounded like Homer Simpson! I'm sure it was the Raphael voice actor that was doing it!

Are they any other episodes where there are rip-offs of people's appearance or voices that are not associated with the TMNT.

Also, the talk show host from "Turtles on Trial" is like Morton Downey Jr if you heard of him. He did a talk show in the late 80s in the US where he just insults people. I think that charcter comes from him.

In the episode "Mr. Ogg Goes to Town" Mr. Ogg sounds like Pee Wee Herman, and he's voiced by Rob Paulsen(Raph's voice actor).

The original cartoon was very good at doing subtle hints on other cartoons, TV Shows and comic book heroes.

One great example is in the episode Turtles, Turtles, Everywhere when the guys are trying to figure outb how to break into a garbage collecting facility.
Donatello pointed over to a phonebooth and Raphael remarked "You're too late, another super hero already holds the pattent on phone booths."

That's true. The turtles made another reference to a DC Comics superhero in the episode "Night of the Dark Turtle"*:

Leo: I'd say he's gone totally bats.
Mike: Better not, dude, could be trademark infringement.

BTW, in regards to Homer Simpson's voice actor possibly being on the show, the guy's name is Dan Castellaneta, if you wanna try finding his name in the credits (He is a rather common voice actor, voicing such characters as Earthworm Jim and "Hey Arnold!"'sGrandpa Phil, among others).

Well both TMNT and The Simpsons were at the height of their popularity in the late 80's and early 90's, so I wouldn't be surprised.

Shredder and Krang combined had the biggest arsenal of any villains in all of the cartoons.

I never realized how annoying it would be to have the wrong account combined into mine. Thanks a lot, Cubed.

I don't think the OT had any guest voices, except for the replacements.

That doesn't make any sense. Every new character in it ever was just voiced by an existing main voice actor?

For the most part yes.

Razhar and Tokka were voiced by Townsend Coleman and Rob Paulsen
Mung was voiced by Cam Clarke
Rat King was voiced by Townsend Coleman
Casey Jones was voiced by Pat Fraley

and so on.
