As long as there are people willing to overpay from scalpers there will be scalpers. The only way to defeat them is to hurt their "business" by leaving them with unsold inventory and a a fat credit card bill.

Look at all the losers trying to flip B&R now.

Nobody knows, not even NECA apparently. Set your app to notify you and forget about it. At this point that's the only healthy way to approach this one. Count on it never going up and maybe you'll be pleasantly surprised by an app notification one afternoon.

What's been really frustrating for me is the app shows that this is in stock at my local Target (which it's NEVER done, even when I'm literally looking at the product on a shelf in-store), but when I go over there, they're not out and the employees can't locate them in the back.

Oddly enough, Target by me showed nothing in stock and had 3 Traag and Grantior packs on the shelf... which I have already.

First time I've seen the Cartoon packs on shelf since early August with the Casey and Foot.
