Thinking about it there's no scenario were Secret of the Ooze could have ever been as good as the first movie. As everyone has said a lot of the success of that movie is mixing Mirage's story with just enough Fred Wolf-isms to make it recognisable to the kids who only knew TMNT from the cartoon.
The problem with cranking out a second movie so fast and using the Mirage book as its source again meant that there wasn't really much to work with. The only usable story really was the whole space arc. Despite the talented people at Henson's workshop I'm not sure depicting a whole race of Triceratons was really doable on the budget they'd have nor would making believable Utroms. They basically took the one part of the space arc they could film (discovering TCRI or TGRI) and basically made up the rest. |

Rewatching the movie here is my new super shredder head cannon.
That is not shredder. O way would the cloths and armor mutate. It means he was ready. It means that is either a mutated Tatsu, who was mutated for failing shredder too many times, or a shredder mutated clone like an homage to the mirage comics. Why else would he have clothes and armor ready to go? This was all a diversion. Shredder never took the mutagen. It takes too long to mutate. He?s still out there somewhere. Plotting his revenge. |

There was no City at War at the time. The comic story was just coming out as the third movie was starting production.
